ഇന്ത്യന്‍ സിവില്‍ സർവീസ് നമുക്ക് പരിചിതമാണെങ്കിലും യു എൻ സിവില്‍ സർവീസ് നമുക്ക് പൊതുവേ അത്ര പരിചിതമായിരിക്കില്ല. എന്നാല്‍ അന്താരാഷ്ട്ര തലത്തില്‍ സിവില്‍ സർവീസ് മേഖലയില്‍ തിളങ്ങുവാന്‍ ആഗ്രഹിക്കുന്നവർക്ക് തിരഞ്ഞെടുക്കാവുന്ന മികച്ച ഓപ്ഷനാണ് യു എൻ സിവില്‍ സർവീസ്.
യങ്ങ് പ്രൊഫഷണല്‍സ് പ്രോഗ്രാം (YPP) വിവിധ യു എൻ ജോലികളിലേക്ക് എത്തിച്ചേരുവാനുള്ള വഴിയാണ്. ഇത് വർഷം തോറുമുള്ള ഒരു തെരഞ്ഞെടുപ്പ് വഴിയാണ് നടത്തുക. ഇന്ത്യന്‍ സിവില്‍ സർവ്വീസിനേക്കാളും വെല്ലുവിളികള്‍ നിറഞ്ഞതാണ് യു എൻ സർവ്വീസ്. സാധാരണ ഘടനയിലല്ല ഈ പരീക്ഷ നടക്കുക. അന്താരാഷ്ട്ര വിഷയങ്ങള്‍, പഠന നിലവാരം എന്നിവ ഈ പരീക്ഷയില്‍ നില നിർത്തി വരുന്നുണ്ട്. മിക്ക വർഷങ്ങളിലും ഡിസംബറിലാണ് ഈ പരീക്ഷ നടക്കുക.
യോഗ്യതയെന്ത് ?
ഡിഗ്രിയാണ് അടിസ്ഥാന യോഗ്യത. എങ്കിലും ചോദ്യങ്ങള്‍ക്ക് ഉയർന്ന നിലവാരം ഉണ്ടായിരിക്കും. 32 വയസ്സാണ് പ്രായ പരിധി. യങ്ങ് പ്രൊഫഷണല്‍സ് പ്രോഗ്രാം (YPP)- ല്‍ പങ്കെടുക്കുന്ന ഏതെങ്കിലും അംഗം, രാജ്യത്തിന്‍റെ പൗരത്വം ഉണ്ടായിരിക്കണം.
പരീക്ഷാ രീതി
മറ്റു സിവില്‍ സർവ്വീസ് പരീക്ഷകളില്‍ നിന്നും തികച്ചും വ്യത്യസ്തമാണ് ഇതിന്‍റെ പരീക്ഷാ രീതി. രണ്ട് പേപ്പറുകള്‍ നാലര മണിക്കൂർ കൊണ്ട് എഴുതി തീർക്കണം. ഒബ്ജക്ടീവ് ചോദ്യങ്ങള്‍, വിവരണാത്മക ചോദ്യങ്ങള്‍ എന്നിങ്ങനെ രണ്ട് ഭാഗങ്ങള്‍ കാണും. ഇംഗ്ലീഷിലോ ഫ്രഞ്ചിലോ മാത്രമേ ചോദ്യങ്ങളുണ്ടാവുകയൊള്ളു. ഇതില്‍ ഒന്നാമത്തെ പേപ്പർ ജനറല്‍ പേപ്പർ ആയിരിക്കും.
യു എന്‍ കാഴ്ചപ്പാടില്‍ നിന്ന് കൊണ്ട് അന്തർദേശീയ തലത്തിലുള്ള പൊതു അറിവ് പരിശോധിക്കുകയാണ് ഈ പേപ്പർ ചെയ്യുക. ഇത് കൂടാതെ സംഗ്രഹിച്ചെഴുതുക, ഒരു പാരഗ്രാഫ് വായിച്ചതിന് ശേഷം അതിനെ അധികരിച്ചുള്ള ചോദ്യങ്ങള്‍ക്ക് ഉത്തരമെഴുതുക എന്നിവയും ഉണ്ടാവും. യു എന്‍ ഘടന, ഇടപെടുന്ന രാജ്യങ്ങളിലെ പ്രശ്നങ്ങള്‍, യു എൻ നേതൃത്വത്തില്‍ രൂപപ്പെടുന്ന ഉടമ്പടികള്‍, അടുത്ത കാലത്തായി യു എൻ ഇടപെട്ട വിഷയങ്ങള്‍, സെക്രട്ടറി ജനറല്‍ പുറത്തിറക്കുന്ന വാർഷിക റിപ്പോർട്ടുകള്‍ എന്നിവയും പഠിക്കണം.
രണ്ടാം ഘട്ടത്തില്‍ ഏത് വിഷയത്തിലേക്കാണോ അപേക്ഷിച്ചിരിക്കുന്നത് ആ വിഷയത്തെ ആസ്പദമാക്കിയുള്ള പ്രത്യേക പേപ്പർ ഉണ്ടാകും. ഇവ ഒരു സാധാരണ വിവരണാത്മക പരീക്ഷ പോലെയല്ല, കണക്കുകളും ഡേറ്റകളും നിരത്തിയാണ് ചോദ്യം വരിക. യഥാർത്ഥ സാഹചര്യങ്ങള്‍ കേസ് സ്റ്റഡികള്‍ എന്നിവയും കാണും. ഇത് യു എന്നിന്‍റെ എല്ലാ ഔദ്യോഗിക ഭാഷകളിലും എഴുതാം. ഇതില്‍ത്തന്നെ മറ്റൊരു രീതിയും അവലംബിക്കാറുണ്ട്. ചില ഭാഗങ്ങള്‍ ജയിച്ചാല്‍ മാത്രമേ മറ്റു ഭാഗങ്ങള്‍ എഴുതുവാനും മൂല്യനിർണ്ണയം നടത്തുവാനും അനുവദിക്കൂ. ഇത് ഏതൊക്കെ ഭാഗങ്ങള്‍ ആണെന്ന് പരീക്ഷക്ക് തൊട്ട് മുന്‍പ് മാത്രമേ അറിയുവാനും സാധിക്കൂ.
ഇവ ജയിച്ച് കഴിഞ്ഞാല്‍ ഉടന്‍ തന്നെ നേരിട്ടുള്ള ഇന്‍റർവ്യുവിന് വിളിക്കും. താമസവും ഫ്ലൈറ്റ് ടിക്കറ്റടക്കമുള്ള ചിലവുകളും യു എൻ വഹിക്കും. ചില ജോലികളില്‍ ഒരു ടെലിഫോണിക് ഇന്‍റർവ്യു കൂടിയുണ്ടാവും.

എന്നിവയൊക്കെയാണ് പരീക്ഷ നടത്തുന്ന മേഖലകള്‍. ഈ മേഖലകള്‍ എല്ലാ വർഷവും മാറി വരും. ഇവയില്‍ ഓരോ വിഷയത്തിലും അപേക്ഷിക്കേണ്ട സമയവും വ്യത്യസ്തമായിരിക്കും. ഇംഗ്ലീഷ് ഒഴികെയുള്ള യു എന്നിന്‍റെ ഏതെങ്കിലും മറ്റ് ഔദ്യോഗിക ഭാഷകള്‍, പ്രത്യേകിച്ച് ഫ്രഞ്ച് അറിയാവുന്നത് ഇന്‍റർവ്യുവില്‍ സഹായിക്കും. ഇന്ത്യന്‍ സിവില്‍ സർവ്വീസില്‍ കിട്ടുന്നതിനേക്കാള്‍ നാല്, അഞ്ച് മടങ്ങായിരിക്കും ശമ്പളം.
യു എൻ മോഡലില്‍ ഏഷ്യന്‍ വികസന ബാങ്കും യങ്ങ് പ്രൊഫഷണല്‍സ് പ്രോഗ്രാം (YPP) നടത്തുന്നുണ്ട്. ആദ്യത്തെ 2 വർഷത്തെ നിയമനത്തിന് ശേഷം പിന്നീടുള്ള നിയമനം പ്രകടനത്തെ ആശ്രയിച്ചായിരിക്കും.
